Tom attended the Pennsylvania State University and graduated in 1984 with a degree in Foreign Service and International Service. He attended and graduated from the
Columbus School of Law of the Catholic University of America and passed the Pennsylvania Bar in 1988.
In 1989, Tom started his legal career by serving the citizens of Montgomery County as an Assistant District Attorney. After serving on the Major Crimes Unit, Tom was promoted
to the Chief of the ARD Unit and then the Chief of the Juvenile Division. He prosecuted his first homicide case in 1992.
In 1993, Tom established his sole practice in which he handled civil matters for clients such as debt collection, landlord/tenant and domestic relations, and sat as an Arbitration
Panelist in the Montgomery County Court of Common Pleas. He also worked as a Special Assistant to the Montgomery County Public Defender's Office handling thousands of preliminary
hearings in all types of cases. The primary focus of his private practice is Criminal Defense and he has handled over a dozen homicide cases as both a prosecutor and a defense attorney.
From 1992 to 1998 and again from 2003 to 2005, Tom served as Legal Counsel for Alpha Phi Delta Fraternity. As Legal Counsel, he advised the Executive Committee on all legal matters concerning
the Fraternity. He lectured to college students on Risk Management, underage drinking, driving under the influence of alcohol, use and abuse of illegal drugs and alcohol, date rape,
hazing and liability concerning Housing and Fraternity activities.
Early in 2005, Tom accepted a position in the Northampton County District Attorney's Office as an Assistant District Attorney, Chief Juvenile Law Prosecutor.
In 2007, Tom reestablished his current sole practice, Thomas J. Carroll Law, where he has since handled cases in eighteen Pennsylvania Counties.
